About NASA SEWP VI
NASA’s Solutions for Enterprise-Wide Procurement (SEWP) is a multiple-award Government-Wide Acquisition Contract (GWAC) program for Information Technology, Communication and Audio-Visual (ITC/AV) products and services. Federal agencies and their authorized support contractors can use SEWP to acquire technology solutions and services through its contract holders.
99999 Consulting LLC participates in Category C — Mission-Based ITC/AV Services. The applicable contract scope and approved offerings determine eligibility for each requirement.
99999 Consulting (“Five Nines”) supports mission-based IT consulting, integration, networking, wireless, cloud, cybersecurity, systems administration and operations. Category C covers mission-based ITC/AV services, not standalone product-only resale. Contract scope and approved offerings control eligibility.
Fair Opportunity and Requests for Quotes
Fair Opportunity
NASA SEWP VI is a multiple-award Government-Wide Acquisition Contract. Government ordering activities are responsible for providing fair opportunity in accordance with FAR 16.505(b) and applicable SEWP ordering requirements.
The NASA SEWP Quote Request Tool supports fair-opportunity procedures. The issuing Government procurement office is responsible for maintaining the documentation supporting its order-selection decision.
Contract-Listed Solutions
Contract holders may market, quote and offer solutions under SEWP VI only when those solutions are included in the applicable SEWP contract and database of record, subject to the market-research exception described below.
Requests for Information (RFI)
During RFI market research, a contract holder may identify products or services not yet available on its SEWP contract, provided that:
- Those offerings are clearly identified as not currently available under the contract.
- The contract holder submits the applicable Technology Refreshment request to add the offerings to its contract.
An RFI response does not itself establish that an offering has been approved for SEWP ordering.
Requests for Quote (RFQ) and Market Research Requests (MRR)
Responses to RFQs and MRRs must use offerings available on the contract at the time of quotation, with pricing that does not exceed the applicable SEWP database-of-record pricing.
If the contract holder has insufficient contract-listed offerings to respond fully to a formal RFQ, it must submit a No Bid response.
Unless the RFQ expressly permits partial quotes, responses must address all requirements specified in the RFQ.
Quote Validity
Each quotation must state its validity period. The contract holder must honor orders submitted within that stated period, consistent with the applicable contract requirements.
NASA SEWP Quoting Procedures
Contract holders must follow the applicable Contract Holder User Manual procedures when responding to requests issued through the NASA SEWP online Quote Request Tool.
Government information made available through the SEWP Contract Holder Only Page, including RFIs and RFQs, may be used only for authorized SEWP procurement purposes. It must not be shared or used to facilitate unauthorized third-party proposals.
For official ordering guidance, refer to the NASA SEWP website and applicable Contract Holder User Manual.

Important Ordering Rules
Category C thresholds
The limit is $2 million per order including options in contract year 1 and $10 million in year 2; restrictions may be removed beginning year 3. Verify current limits before award.
Micro-purchase exception
Qualifying Government purchase-card orders within the agency’s micro-purchase threshold may be placed directly with 99999 and fulfilled before NASA issues an SCN, subject to applicable agency and SEWP conditions. 99999 must send the required order report and CLIN data to NASA within one business week. Other card orders require NASA processing before fulfillment.
SEWP administrative fee
NASA SEWP’s administrative handling fee of 0.34% is included in quoted prices, not added as a separate invoice line.
NASA order processing and modifications
For ordinary orders, 99999 Consulting verifies NASA processing and receipt of a SEWP Control Number before starting performance. Authorized order modifications also route through the NASA SEWP PMO. The micro-purchase exception is described above.
Sensitive information
Use an approved secure channel for classified or sensitive information; do not include it in ordinary SEWP quote-tool submissions or email.
